MIPIM 2026: European cities unveil multi-billion urban projects

Under the overarching theme of "Housing Matters!", MIPIM 2026 saw European cities pivot toward a sophisticated mix of affordable housing, low-carbon infrastructure, and high-tech innovation hubs.

United Kingdom

The UK provided the most explicit funding commitments in Cannes, led by the Cardiff Capital Region, which showcased £377 mln (€452 mln) across three core funds. The region is actively seeking joint-venture partners for the Atlantic Wharf mixed-use destination and the Aberthaw clean energy transformation.

London promoted 85 Gracechurch Street, a 30-storey mixed-use office tower (21,800 m²) owned by Hertshten Properties, which forms part of London’s broader £22 bn (€26.4 bn) investment programme.

Westbourne Group used MIPIM 2026 to launch Birmingham BioCity, a £90 mln (€105.5 mln) , 12,077 m2 life sciences building, marking the first Investment Zone life sciences facility outside London.

France

Under the SDRIF-E master plan, the Greater Paris region is marketing nearly 60 million m² of office stock. The region is positioning itself as a global testing ground for bio-based materials and AI-driven building operations to meet strict new bioclimatic standards.

Italy

Rome pitched a series of transformative projects, including the Pietralata Innovation Hub (targeting 120 deep-tech startups), the Flaminio neighbourhood transformation (featuring a new Science Museum), and a €630 mln injection into luxury five-star hospitality.

Private-sector regeneration forecasts for Rome have surged to €60 bn for 2026, underpinned by a rise in public investment amounting to €1.9 bn via PNRR and Jubilee funds. Additionally, the Italian real estate asset manager Eur Spa announced plans for over €100 mln in investments over the next three years.

Spain

Madrid City Hall and the Madrid Region presented the Puerta de Madrid project. This sustainable "mini-city" neighbourhood is slated to deliver approximately 4,000 homes over the next decade, with 60% of the units dedicated to protected or public housing.

Germany

Berlin promoted 24 new neighbourhoods and development areas across the Berlin-Potsdam axis. Meanwhile, presentations from Frankfurt, Düsseldorf, and the Ruhr region highlighted an industrial-to-tech shift. Key focuses across the German delegations included addressing housing shortages, fostering green urban living, and enhancing regional mobility.

The Nordics

Turku Science Park in Finland outlined a 90-hectare mixed-use development to accommodate 16,000 residents and 18,000 employees. Over 90% of the financing for the €4 bn project is expected to come from the private sector. Its primary selling point is an ambitious goal to achieve carbon neutrality by 2029.

Furthermore, the Stockholm region announced a long-term roadmap with more than €124 bn to be invested in sustainable urban development by 2040.
