UK investor Ghai Sant Ram is launching Horizon City, a €130 mln residential development in northern Bucharest.

Horizon City
This project, located on Bulevardul Pipera, will feature 699 apartments (from studios to four-bedroom units and duplexes) and 926 parking spaces, with completion expected by mid-2027.
Horizon City will boast over 9,400 m2 of green spaces (41% of the total area), playgrounds, and dedicated pedestrian zones to foster community. Designed by Cube Architecture, the buildings will have modern, bright aesthetics with large windows and ventilated facades.
The location offers excellent connectivity, with quick access to metro stations (Pipera and Aurel Vlaicu, plus a future M2 line extension), the A3 motorway, and nearby bike lanes.
Residents will also benefit from proximity to top educational institutions, healthcare facilities, and extensive shopping and lifestyle options (Kaufland, Lidl, Promenada Mall, Băneasa Shopping City). Additionally, Herastrau Park and Băneasa Forest are easily accessible for recreation.
Cristian Stanciu, CEO of the Horizon City project, said: “Horizon City is our answer to one of Bucharest’s greatest challenges: the need for high-quality housing, well integrated into the urban fabric, bringing added value to the city’s image and maximum comfort for residents. We deliberately chose the North of the Capital because it concentrates economic, educational, and social development, and our project complements this growth with a residential standard adapted to the present and the future.”
Ghai Sant Ram has over 20 years of experience in residential development across the UK and Romania, including projects under the Comfort Homes UK brand. His investment strategy focuses on building modern, functional, and accessible communities that offer both robust construction and a balanced lifestyle.
In Romania, he is recognized for the Ivory Residence Pipera, a successful mid-to-upper market residential complex in northern Bucharest.
